    Abstract

    The objection of this research is to know the strategy that have done by Indonesian's government and also to fins the appropriate strategy in management and security of the outermost islands as implementation normatif from UNCLOS 1982, and also constraints which are faced. Result of research showed that the strategy have done by government in management and security the outermost islands of Indonesia by opening node access the frontier area, improving interisland resident mobility, entangling various institution in island enableness, inviting private sector participation in invesment for the development of isle especially in outermost islands, performing security team at 12 outermost islands and alsi in other isle having high crisis story; level as palce to act the badness or collision; and others. Contraint have arising in the effort management and security in outermost islands are lack of funsd allocation, cloistered island location, coordinate between less optimal team and also less quality of human resources. Notice the geographical condition of Indonesia, before doing management and security of outermost islands, have to be considered for example identifying probles, making scale priority, notice the importance of island and pertinent island characteristic.
