    Abstract

    ABSTRACT Elyas Rochani Indrayanti. K4405018. CHINESE ETHNIC ECONOMY IN SURAKARTA DURING 1959-1974 PERIOD (Study of Following the Issuance of Governmental Regulation (PP) No. 10 of 1959). Thesis. Surakarta: Teacher Training and Education Faculty, Sebelas Maret University, April 2009. The research aims to describe: (1) the Surakarta’s economical condition before 1959, (2) the Surakarta Chinese ethnic economy before 1959, and (3) the Surakarta Chinese ethnic economy before 1959, after the issuance of Governmental Regulation (PP) No. 10 of 1959. The study employed a historical method. The data sources employed include newspaper, literature book, and other sources constituting the archive. Technique of collecting data employed was literary study. Technique of analyzing data used was a historical analysis technique, that is, the one prioritizing the sharpness in processing a historical data. The research procedures include four stages of activity: heuristic, criticism, interpretation and historiography. Based on the result of research, it can be concluded that: (1) the Surakarta’s economical condition before 1959 was very sadden. Such condition cannot be apart from the presence of Japanese government that mobilized its residence for the sake of war. After the proclamation of independence the status of Surakarta area was determined as an exclusive area, and because of the conflict between Kasunanan, Mangkunegaran and Local National Committee the status was withdrawn, but many economic activities were still managed by the court. This condition had ever overburdened the society. The Surakarta economical condition began to be improved after the hard time with the presence of companies and banking sectors in early 1950s. (2) The Surakarta Chinese ethnic economy before 1959 was good enough because the Chinese ethnic emerged as the one with big role in economical sector. The Chinese outnumbering the European or other ethnics leaded the Dutch Colonial government making the regulation that aimed to restrict their movement. The condition of Chinese people in various discriminations generated the Chinese struggling solidarity movements. The Chinese people organization was local, professionalism, religious and politic in nature. The discrimination they encountered include in economic sector. In this case, the Chinese operated in money lending, land owner and intermediary trader. The Chinese business network did not stop there, it also dominated the batik materials trading monopoly in Surakarta that resulted in the depending of between the Chinese and indigenous ethnic. (3) The Surakarta Chinese ethnic economy before 1959, after the issuance of Governmental Regulation (PP) No. 10 of 1959 was shaken. The issuance of racist governmental regulation made the indigenous people’s position stronger and disturbed the Chinese people’s business. Such condition revived in early New Order, because their closely relationship to the rule at that time, they got convenience in getting the investment credit.
