    Abstract

    This research is purposed to describe: 1) The teachers, the headmaster and the school committee’s of SD Negeri Pondok 03 Nguter, Sukoharjo perception about KTSP; 2) The implementation of KTSP of Indonesian language subject development in SD Negeri Pondok 03 Nguter, Sukoharjo; 3) All factors that support the developing of KTSP; 4) The obstacles faced by the school in developing KTSP; and 5) The efforts taken by the school in solving the problems in developing KTSP. This research is included case study taken from SD Negeri Pondok 03 Nguter District, Sukoharjo Regency which started the developing of KTSP on second semester in 2006/2007. The research method used is the qulitative method in term of tied embedded case study. The main data are word and action. The resource data are gained from the informant, event and document. The infomant of this research are the teachers, headmaster, school committee of SD Negeri Pondok 03 and also the supervisor of TK/SD Dabin III, Nguter District, Sukoharjo Regency. The documents that are checked like KTSP document, the instrument of school evaluation, syllabus and RPP of Indonesian Language subject. The technique of determining sample used is purposive sampling. Data collection is done by using interview, questioner and the analysis. To get the validity of the data, the researcher carried out the data triangulation, method triangulation, review informant,and arranging the database. The technique used to analysis the data is the interactive analysis mode. Having made the analysis, the conclutions are as follows: 1) Commonly the teachers and the headmaster’s of SD Negeri Pondok 03 Nguter, Sukoharjo perception about KTSP are good, but have to understand the SI and SKL to implement KTSP after it has been built; while the school committee’s perception about KTSP still less, it is because the committee only follow the sosialization once and doesn’t penetrate KTSP; 2) The implementation of KTSP of Indonesian Language subject development at SD Negeri Pondok 03, Nguter, Sukoharjo is suitable with the mechanism and the guide by BNSP, also include the development of syllabic and RPP of the Indonesian language Subject; 3) There are some factors that support the development of KTSP at SD Negeri Pondok 03 i.e: the teachers’ dedication, the good relationship between the teacher and the headmaster, the school physical facilities that fulfill the SPM for elementary school, the support from the society, the parents and the committe and the coordination from the Education Official of Sukoharjo Regency and also the Education Official of Nguter Distric; 4) The obstacles faced by the school in developing of KTSP i.e: less of the sosialization of KTSP to all the teachers, the headmaster and also the supervisor, so most of them does not understand well about KTSP, there are no special fund for KTSP sosialization; the slowness of the guide books to make KTSP; the school faced the lack of the teachers because of mutation and pension, the lack of the facilities for teaching learning such as reference books and the visual tools; 5) The efforts taken by the school to solve the problems such as the teachers participate the KKG activities to follow the training about the arranging of KTSP, syllabus and RPP given by the supevisor in each location, the headmaster given motivation to the teachers to be more penetrate the concept and guide of KTSP, allocating the BOS fund for developing KTSP, coordinating with the Education Official to get the guide book to develop KTSP, the school receive WB teachers to solve the lack of the teacher, completing the reference books by using the BOS book fund step by step, asking for coordination and support from the school committee to ask for advice or suggestion and consideration about the education implementation and make plans for preparing the facilities and also the repairing of them.
