    Abstract

    Achieving Education is a right for all Indonesian citizens, as stated in our law, UUD 1945, chapter 31 verse 1. Education has function to develop skill and intellegency. But, there are still children in our surrounding that are not lucky to get proper education, in this case Children with Special Necessity. Children who have different physical condition in Indonesia are still difficult to access education. A survey mentioned, it was only 10% Children with Special Necessity that already get education. This social symptom in our society, pushed HKI to make changes, especially to open education access for Children with Special Necessity. HKI held OVC Campaign to aware the people concerning the phenomenon of children with special Necessity in their neighborhood or even their own children. By Identifying Children with Special Necessity, they can get proper education for their future. This research aims to comprehend about what kind of strategy had been done in Opportunities for Vulnerable Children (OVC) Campaign by HKI in Karanganyar. The methodology that used in this research was Descriptive Qualitative with Purposive Sampling technic approachment through interview, observation and literature study. The Technic of Analyzing data in this research used Interactive Analysis Model based on Comunication Theory of Lasswell and Componential Campaign Model. The conclusion of this research is a series planning activity, implementation and evaluation by HKI Indonesia to aware the public through OVC Campaign. Even that Campaign influenced to attitude changes, but it was only limited on the direct subject of this activity. Through this Campaign, the public, especially the subject that indeed drawned directly, to get knowledge and raise awareness about Inclusive Education and Children with Special Necessity. Their awareness after comprehend the issues will push the realization goal that Children with Special Necessity can be Identified in Inclusive Education.
