    After the refomation of constitution in Indonesia, there are some perspetives that make the new configuration for its government mechanism. One is the repotition from the People Consulatative Assem- bly (MPR) both of the functions and structures. The 1945 Constitution make the new composition from the MPR and guide the purposes to build of bicameral system. In this regulation, MPR consists from the members of House of Representatives (DPR) and members House of Province (DPD). Its purposes to make check and balances system in the representative democracy and also to respons from the local interest problems in the national public policy. But in the normative and real politic, the honorable goals has serious problems when the power of DPD not equal with the DPR as comon reality in the others countries in the legislative and control for reformance of the executive. The presumption give the adjusment that the character of the parliement in Indonesia is weak bicameralism. Therea are some factors can explained why the condition like this exist in Indonesia.
