    Abstract

    The objectives of research are to find out the relevance, consistency and adequacy of materials and to find out cognitive, affective and psychomotor in the evaluation of Civic Education Student Worksheet of Odd Semester of Grade IX in Junior High Schools throughout Surakarta. This research employed a descriptive qualitative method and content analysis. The plural was the administrators of MGMP and teachers of Civic Education of Grade X in Junior High School throughout Surakarta. The sample was taken partially. The sampling technique used was purposive sampling. Technique of collecting data used included interview, focus group discussion, and content analysis. The report on research result is revealed in the form of in-depth and factual explanation based on the fact and reality in the field that was then tabulated and presented in table to confirm the result found. The result of research shows that firstly, the material of Civic Worksheet of Odd Semester Grade X existing in Junior High Schools throughout Surakarta for competency standard “State Defense Attempt and Local Autonomy” has not fully complied with the principle of relevance, consistency and adequacy. It can be seen from the material concepts in such standard competency that still needs to be improved. Such improvement includes: terminology of state protection; adding the example of participation into the public policy formulation in local area; and adding the latest rule into local autonomy. Secondly, the questions in Civic Worksheet of Odd Semester Grade X existing in Junior High Schools throughout Surakarta has not fully complied with the target of education evaluation constituting the cognitive, affective and psychomotor domains. It can be seen from the fact that there should be an improvement of evaluation in independent assignment and elaboration in the basic competency about “Explaining the importance of State Defense Attempt”, the improvement in type and form of evaluation in the basic competency about “Displaying the participation in the State Defense Attempt”.
