    Abstract

    The goals of this research are : (1) to describe the labour assosiation in creating the harmony of industrial relationship at PT. Air Mancur Karanganyar, (2) to describe the obstacles faced by the labour assosiation in creating the harmony of industrial assossiation in PT. Air Mancur Karanganyar, (3) to describe the efforts conducted by the labour association in facing obstacles in creating the harmony of industrial assossiation. The research uses descriptive qualitative method and single stake strategy. The research conducted in PT. Air Mancur Karanganyar with the chair person and secretary of the labour assossiation, human resource manager and development, the head of production section and PT. Air Mancur as the informant sources. Sampling techniques used were purposive and snowball sampling. The collecting data technique conducted through interviewing, observing and documenting. The data validity used triangulation technique of the data source and data analysis triangulation method used technique qualitatively with the interactive model. The research results can be concluded: (1) the role of labour assossiation in creating the harmony of industrial relationship in PT. Air Mancur were to protect the member’s rights, keep the regulations and to enhance for the performance of productions, to distribute the aspiration democratically, to develop the member’s skill and expertise, to contribute to develop the company, to struggle for the prosperous of the members and their family, (2) obstacles faced by the labour assossiation in creating the harmony of industrial relationship in PT. Air Mancur were the internal obstacles and external obstacles. Internal obstacles such as the human resource power factor the low of education level and the skill of the member, the less of communication between the management and the member, the minimum fund for moving the organization. The external obstacles were: the less of the support from the leader management to full fill the rights of the members; the obstacles from the government, such the making of rules which do not support the labour. (3) The efforts of the labour assossiation to solve the obstacles in creating the harmony of the industrial relationship in PT. Air Mancur are the internal of the labour assossiation try to improve the human source power quality by giving education and training for the members, the labour assossiation do the communication by making the routin meeting of the managements every two months, the effort of the assossiation to solve the minimum fund by increasing the member’s contribution from Rp. 1000,00 to Rp. 2000,00 a month; from the external side the effort of the assossiation the slow of the full fill the rights to the labour is by giving warning to the company, the written warning for the human resource and development, the effort of the assossiation to solve the obstacle from the government is by giving appeal to the government in order to make the rules pay attention to the labour importance.
