Irrigation management is one of the main supporting factor for the success of agricultural development. Given the importance of irrigation to support agriculture, the irrigation development is directed on maintenance, rehabilitation and development of new irrigation areas. Therefore, implementation of new policies emerge Water Resources and Irrigation Sector Management Program (WISMP). In WISMP irrigation management emphasize the role of the farmer. This study aims to assess the perceptions of farmers towards WISMP, examines the factors that influence the perceptions of farmers, and examines the relationship factors that influence the perception of farmers with farmer's perception towards WISMP in District Jatipurno Wonogiri. The basic method is a quantitative method with survey techniques. Location is determined by purposive research in Sub Jatipurno Wonogiri, sampling was done by proportional random sampling technique, sample farmers in the study were members of the Association of Farmers Water User Association (GP3A) Show Makmur in District Jatipurno Wonogiri. Types and sources of data include primary and secondary data. The method of analysis used to determine the relationship between the factors that influence the perception with the perception of farmers used Spearman rank correlation test. Results showed age of farmers in the older age category (between age 40- 59 years) that is as much as 61.7%. Formal education of farmers in the low category (primary school) that is as much as 45%. Non-formal education in the medium category of farmers as much as 48.3%. Farmers in high-income category that is as much as 55.8%, and the average income in a single growing season that is Rp 3,050,850. The experience of farmers in category (between 23-33 years old) that is as much as 28.3%. Motivation of farmers in the high category that is as much as 73.3%. Perceptions of farmers on the objectives, benefits and activities of the Water Resources and Irrigation Sector Management Program (WISMP) in District Jatipurno included in either category. According to analysis by Spearman Rank (α = 0.05), there was no significant relationship between age, formal education, nonformal education, income, and experience of farmers with farmer's perception towards WISMP in District Jatipurno, only motivation that there is a very significant with the perception of farmers towards WISMP in District Jatipurno. Advice on energy research and agricultural extension community assistants are expected to continue to cooperate with parties - parties WISMP, and provide an opportunity for farmers to develop human resources in WISMP for farmers to maintain the motivation that has been high.
