    Abstract

    Recruitmen officer is processing looks for, finds and to describe the applicants appropriate to be officer in and by an institution. In execution of procedure recruitmen in general there is still existence of formation that is still empty after performed by process recruitmen. From the background, writer interests to check execution effectiveness of recruitmen procedure Civil Public Servant in Surakarta Official Region Council( Badan Kepegawaian Daerah Kota Surakarta). The goal of this research is to describe the effectiveness of civil official’s recruitment procedure in Surakarta Official Region Council (Badan Kepegawaian Daerah Kota Surakarta). By the recruitment procedure which is run, it is expected to be able to fulfil officials’ needs. Besides, it is also expected to get the officials which are appropriate with the qualifications in every position will be achieved by official candidates. The method used by the writer is qualitative descriptive method that is the observation which solves problems by explaining, interpreting, and analysing the available data. In this observation, the writer describes and explains the data which have been gained from Surakarta Official Region Council (Badan Kepegawaian Daerah Kota Surakarta). The data collecting is done by interviewing the officials in the Representation and Development Department of Region Set’s Work Unit. Besides, observation and documentation are also taken to complete the data. The data source is primary and secondary data. Primary data is the data which is directly collected from the field by both observing and interviewing the informants. On the other hand, secondary data is the data which is gained from bundles and other documents related to the problem in this research. Based on the result of observation analysis in Surakarta Official Region Council (Badan Kepegawaian Daerah Kota Surakarta), generally, the effectiveness of civil official’s recruitment procedure has been effective enough, but the recruitment phase has not been effective yet. It is shown that there are some unfulfilled officials’ needs which are sent by each Region Set’s Work Unit in Surakarta region. The suggestion of this activity is the recruitment procedure implementation should take more priority to the officials’ strategic needs. Then, the manner system of requirement fulfilment and completeness in announcing to the society should be clearer.
