    Abstract

    Land affair office is a governmental organization responsible for the implementation of land certification service in Indonesia. Land certification is addressed for every people having land. The purpose of the research is to find out about the performance of Land Affair Office of Surakarta City in doing land certification service which can be seen from performance indicators that are productivity, responsiveness, and accountability. The research is aimed to investigate the service of land certification in Land Affair Office of Surakarta City. The problem statement used is how is the performance of Land Affair Office of Surakarta City in doing the service of lease hold land shift certification? The method used in this research is qualitative descriptive method. The technique of data collection is done by interview, documentation study, and observation. The interview is done toward related party corresponding with research object, that is chief of land right responsibility shift and PPAT, chief of lawsuit and conflict, counter officer, and then it is continued to the people as applicant of lease hold land shift by using sampling purposive method as the method of sample derivation. Document study is done toward document as well as catalog book corresponding with the research topic. The observation is done by doing direct observation about the service in Land Affair Office. The data validity used is data triangulation that is testing similar data from various source and then the data analysis technique is by using interactive analysis with analysis component that are data reduction, data interpretation, and conclusion drawing. The result of the research shows that the Land Affair Office of Surakarta City in its service of lease hold land shift generally is operated well/ it can be seen from the measurement indicator as follow. The productivity of Land Affair Office of Surakarta City has fulfilled the target since 95% of land in Surakarta had already have certificate. About the responsiveness of Land Affair Office side toward applicant of lease hold land shift in handling the complaint of applicant generally runs well because the customer’s klaim is directly processed by Land Affair Office of Surakarta City. Meanwhile the accountability of Land Affair Office of Surakarta City in the service of lease hold land shift certification is that the officer has done their responsibility well in implementing governmental program an also in serving as good mediator of the conflicting parties.
