    Abstract

D0215093. “COMMUNICATION STRATEGY BY TRAFFIC UNIT POLICE RESORT KLATEN (A Descriptive Study of Communication Strategies in Content Delivery of Traffic in the Millennial Generations in Klaten)”. Undergraduate Thesis. Department of Communication Science. Faculty of Social and Political Sciences, Sebelas Maret University Surakarta. The community has an obligation to maintain security and order, but not all community members can carry out these obligations properly. There are still many people who violate the regulations set by the government, violating the rules of conduct is one proof that the public has not been able to fully carry out the obligation to maintain security and order. Violations of traffic regulations can be detrimental to the driver himself and other drivers around him. Not infrequently the behavior of violating traffic rules results in traffic accidents. The accident rate that occurred in Indonesia increased during the last quarter, namely at the end of 2018, and Central Java Province occupied the second level with the highest number of accidents and casualties among other provinces in Indonesia at the end of 2018, in addition to the number of accidents occurring in the millennial generation in Klaten district increased by the end of 2018. Therefore, the delivery of orderly traffic messages to the community, especially in the millennial generation needs attention and improvement. Submission of messages in a communication activity requires the right strategy so that the communication target can receive the message delivered. This is important to do so that the message delivery activities can run well and the purpose of delivering the message can be achieved. This study aims to find out how the communication strategy of the Traffic Unit Police Resort Klaten in delivering orderly traffic messages to the millennial generation in Klaten district. The theory used in this study is the theory of communication strategy by Cangara (2013) regarding the determination of communication strategies, supported by the theory from Gibson (2003) regarding the formulation of strategies, and the theory of Arifin (2005) regarding communication strategies. This study uses qualitative research methods with a type of descriptive research that aims to describe, tell, and analyze existing data in depth. Data collection techniques are carried out by interview, observation and documentation. While the sampling used in this study is Purposive Sampling by determining the informants who fit certain criteria, namely the head or members of the Traffic Unit Police Resort Klaten, mastering the material regarding orderly traffic, having the main duties of the function and also the responsibility in delivering orderly traffic messages. Based on these criteria, the researchers selected 5 informants from the Traffic Unit Police Resort Klaten, namely the Chief of Engineering and Education Traffic Unit Police Resort Klaten (IPDA Satya Dhira Anggara Arrya Nugraha, S.Tr. K), Engineering and Education Traffic Unit Police Resort Klaten (Brigarir M. Nuur Addin), Member of MIN Traffic Police OPS Klaten (Brigadir Aris Prastya), Member of MIN OPS / KAUR MINTU Traffic Unit Police Resort Klaten (AIPDA Juni Sandi Laviani), KBO Traffic Unit Police Resort Klaten (IPTU Sarwoko). In addition, the researcher also selected 5 supporting informants with the criteria of informants who were millennial generation (16-35 years old), and had or were following the orderly traffic message activities held by the Klaten Police. Then to test the validity of the data is done by source triangulation. The data analysis technique used in this study is the interactive analysis technique of Miles and Huberman. Based on the results of the study, it is known that the communication strategy carried out by the Police Resort Klaten in delivering orderly traffic messages to the millennial generation is done by arranging a strategic plan, namely by setting communicators, setting targets, arranging messages, and choosing media or communication channels. In orderly delivery of traffic to the millennial generation, the Police Resort Klaten establishes a communicator, namely the leader of each unit at the Traffic Unit Police Resort Klaten. The target is determined based on data on the number of violations and accidents that occurred in Klaten district. The message chosen to be delivered is a message that is informative, educational, persuasive. Then the delivery of messages directly, and the delivery of messages using social media is considered an effective way to be used by the Klaten Regional Police Unit in delivering orderly traffic messages to the millennial generation, but observations show that Instagram (@tmcpolresklaten) and Twitter social media accounts (@tmcpolresklaten) does not contain many things about the delivery of orderly traffic messages, and most of them only contain photos of activities carried out by the Traffic Unit Police Resort Klaten, besides that, the Facebook account (KTMC Klaten Police) is currently blocked. Submission of orderly traffic messages directly through Millennial Road Safety Festival activities, based on interviews with activity participants (millennial generation) and observations shows that these activities are dominated by entertainment treats when compared to the delivery of orderly traffic messages.
