This research serves accomplishment to the need of instructional materials which are developed in accordance with the learning contexts of the students of midwifery program. This textbook development research is carried out based on the shortfalls of the existing instructional materials, of being: firstly, irrelevant to the realm of midwifery discipline, care and practice; secondly, fully artificial for the need of English teaching and learning process; thirdly, dominantly contented with audio-lingual instructional method alone. In line with existing characteristics of the instructional materials, there are some aspects of teaching and learning practices which need to be developed, i.e. the low students’ courage to practice due to their feeling of fear of making mistakes; the dull instructional techniques which hinders the students to optimally develop themselves; yet they all agree that English is regarded important. Those are considerations with which the researcher develops English instructional materials so that the results, an English textbook for students of midwifery program, can hopefully minimize the lack of ineffectiveness in the learning process through research and development. The method of the research is implemented based on Borg and Gall’s (1979) Research and Development research design, which can be summarized in four stages of research. They are: firstly, exploration stage in which researcher gathers all information about the problems owing to the learning ineffectiveness. Secondly, development stage, where the researcher develops the proto-model of English for Midwifery textbook. Thirdly, broad implementation stage, by which the researcher implements the model throughout East Java, and measures the effectiveness of the model. Forthly, dissemination stage, which promotes the broad introduction and usage of the model by publishing the model as official textbook of English for students of midwifery program, especially in East Java, and commonly in Indonesia. The resulted model can be overviewed as follows: firstly, the learning activities suggested by the model include those which belong to contextual teaching and learning approach, which proposes constructivism, inquiry, questioning, learning community, modeling, reflection and authentic assessment. Secondly, learning techniques resulted from that approach include: individual learning, pairing, discussion, presentation, conference, demonstration and self development. Thirdly, the learning tasks include: reading comprehension, vocabulary building, writing, grammar and speaking. Forthly, the model requires the lecturers to design the English class in such a way to meet the demands of the contextual teaching and learning approach. Key Words: English for Midwifery, Textbook Development, Contextual Teaching and Learning.
