    Abstract

    Disability treatment faced a new challenge to reach equality between disabled and citizen. Government responsible to held public service related the fulfillment of health right to the physical disabled. The fulfillment of the right of disability is a way to achieve equality in public service as mandated by good governance system. Accountability is a disclosure concept of organizational activity in building good governance system. This study aims to analyze managerial accountability model and the pattern of accountability relationships in the health rights fulfillment services of the disabled through qualitative data analysis. This research focused on the management of budgetary, human resource and property in Balai Besar Rehabilitasi Sosisal Bina Daksa (BBRSBD) Prof. Dr. Soeharso. The results showed that managerial accountability runs the organization through accountability of budget resources, human, and property. Complexity of accountability on the fulfillment on the health right is inclined seen in medical rehabilitation programs. There are differences in physical condition and treatment of disabled make the difference between planning and realization of resources in medical treatment. The results of this study indicated that managerial accountability built on BBRSBD Prof Dr Soeharso through accountability of finance resources, human resource, and property. In addition, the direction of accountability is dominant on vertical relation. Information such as budget conditions and institutional structural changes have not provided to the public. The direction of accountability influenced by regulations and formal institutional structures that require accountability to above the institutions related to resource management. The improvements on the horizontal pattern of managerial accountability relationship needed to establish an accountable service of health fulfillment of physical disabled. It considering that accountability should have an impact in encouraging the role of the disabled through public feedback based on information revealed.
