    Abstract

    ABSTRACT HANITA RIKA RACHMAWATI. D1514046. “THE PROCEDURE OF REMOVING STATE-OWNED PROPERTY (BMN) THROUGH SALE IN PROF. DR. R. SOEHARSO SURAKARTA ORTHOPEDIC HOSPITAL”. A Report on Final Project. Administration Management Undergraduate Study Program of Social and Political Sciences Faculty of Surakarta Sebelas Maret University, 2017, 61 pages. In an organization, both private and public, asset is an important aspect to support an organization in achieving the objective. In the government, asset is the product (property) bought or obtained over the APBN (State Income and Expense Budget)’s burden or coming from other legal gain so called state-owned property (BMN). Prof. Dr. R. Soeharso Surakarta Orthopedic Hospital is one of government institutions operating in healthcare service and managing BMN as well. BMN management can be done, among others, by removing following up with the transfer of BMN ownership. This research aimed to describe the procedure of removing State-Owned Property (BMN) through Sale in Prof. Dr. R. Soeharso Surakarta Orthopedic Hospital. This research employed participatory observation method. Techniques of collecting data used were: interview, active participatory observation, and document and archive studies. The result of research described that the procedure of removing State-Owned Property (BMN) through Sale in Prof. Dr. R. Soeharso Surakarta Orthopedic Hospital included the following stages or process: 1) inventorying the data of State-Owned Property to be removed, 2) proposing the draft of Removal Committee’s decree to Echelon 1, 3) proposing the removal to Echelon I, 4) proposing Sale Approval, 5) holding auction, 6) reporting the sale of State-Owned Property, 7) removing the State-Owned Property from Property List in SIMAK-BMN application report. The constraint with this removal process occurs in taking the picture of property proposed to be removed in order to be enclosed in the proposal of removal approval application, because of many properties that have been old and no longer used accumulating in the warehouse, and picture taking should be done one by one so that the officer should unload the contents of warehouse to obtain the picture of properties to be removed.
