    Abstract

    STRATEGI KOMUNIKASI PEMERINTAH KOTA SURAKARTA DALAM SOSIALISASI e-RETRIBUSI (Studi Deskriptif Kualitatif Mengenai Strategi Komunikasi Dinas Pengelolaan Pasar Kota Surakarta Dalam Sosialisasi Program e- Retribusi Pasar di Kota Surakarta ) Silagrecia Jiwan Puspita Sari Sutopo J.K Program Studi Ilmu Komunikasi Fakultas Ilmu Sosial dan Politik Universitas Sebelas Maret Surakarta Abstract E-Retribution Program is an information system of market retribution management implemented by Market Management Agency in which manual retribution payment changes to electric payment by using a card. Goals of the program are to: minimize deviation in retribution collection, support transparency, encourage culture of saving among trader, and it is one of forms to bring Solo Smart City to reality. Purposes of the research were to: (1) know communication strategy used by Market Management Agency of Surakarta government in socializing E-Retribution Program; (2) know supporting and inhibiting factors facing the Market Management Agency of Surakarta government in socialization of E-Retribution Program. Theory supporting the research on communication strategy is Laswell theory. The research used descriptive-qualitative method and primary data was collected by in-depth interview. Results of the research indicated that Market Management Agency of Surakarta government has been implementing a communication strategy. The strategy started with planning, namely coordination meeting and implementation of the communication strategy was socialization and launching of E-Retribution Program. The communication strategy consisted of several stages: recognition of public; preparation of message; establishment of methods used in the communication such as persuasive, informative, and educative methods; selection of communication media such as newspaper, radio, local TV and radio stations and face-to-face meeting; evaluation was conducted through meeting and directly if any technical obstacle was found. The research found that supporting factor was coming from leadership and stakeholder, association, and existing infrastructure and facility. Inhibiting factor was found deriving from communicants who had long-established mindset and behavior in using traditional procedure. Suggestions from the research were Market Management Agency of Surakarta government can add other types of communication media such as program module. Prepare more attractive activity programs will be better supporting socialization of E-Retribution Program.
