    Abstract

    ABSTRACT Dimas Yoga Pangestu. D0112023. 2016. EFFECTIVENESS OF SRAGEN DISTRICT LAND OFFICE IN IMPLEMENTING THE NATIONAL AGRICULTURAL PROGRAMME (PRONA). Faculty of Social and Political Science. Sebelas Maret University. Surakarta. This research is motivated by the still large number of plots of land that have not been certified in Sragen. This is because the public awareness to manage licensing to obtain a certificate of land rights remains low. Therefore, the District Land Office Sragen carry out what is called the National Agrarian Programme (PRONA). This program is a land administration process that includes registration of land until the issuance of a certificate that the cost is borne by the government. The purpose of this study was to determine the effectiveness of the service process PRONA in Sragen District Land Office views of a process approach, include: efficiency of services, procedures, coordination of leaders and subordinates, responsiveness of employees, as well as facilities and infrastructure. Type of research is descriptive qualitative with an overview objectively related to the actual state of the object studied. The data used consist of primary data, interviews and direct observation in the field and secondary data obtained from the document/records/reports and legislation relating to the problems examined. The sampling technique used in this research is purposive sampling. The validity of the data used in this research that test the validity of the source triangulation techniques, to check the validity of the data through a comparison between the results of interviews with the object of research. Based on the results of the study it can be concluded that the effectiveness of Sragen District Land Office in Implementing the National Agricultural Programme (PRONA) can be said to be not effective. It is seen from several indicators, including ; 1) In terms of the efficiency of the service, which costs PRONA activity has not been socialized properly as well as deadlines or delivery services and certificates that delayed / not on schedule; 2) procedures, which procedures are unclear, and not well understood by the public as the subject PRONA activities; 3) responsiveness of employees, where employees have not been up to the task; and 4) infrastructure, where the supporting tools are not well established. As for the terms of coordination between leaders and subordinates is quite effective, when decision-making can be devolved without having to wait on the leadership. The constraints faced by Sragen District Land Office in the implementation of PRONA, among others; 1) data collection process is takes long because the people who do not complete the requirements document; 2) implementation schedule is not timely due process in the field that takes a long time; and 3) not all access to the site easier to reach PRONA activities.
