    Abstract

    Birth certificate is one of the documents that must be owned by everyone. Birth certificate services in Karanganyar Regency implemented through the Integrated Licensing Services Agency. But the government Karanganyar regency through the Department of Population and Civil Registration of public service innovation programs by issuing a Rakyat Terdaftar Negara Aman (RATNA). RATNA program serving KTP, KK and birth certificate. But at the present time, programs aimed at RATNA birth certificate services. This study aims to determine the quality of services Department Population and Civil Registration Karanganyar Regency in the service of a birth certificate through a program RATNA. The research method used in this research is descriptive quantitative research methods in order to know the response community on the birth certificate services through the program RATNA. The data sources used include the primary data obtained through questionnaires and interviews with informants and sources of data or secondary data derived from the documents relating to the research. The sampling method used accidental sampling, which anyone who by chance met the researcher could be used as a sample, when viewed people who happened to find it suitable as a source of data. Data collection techniques that is by way of questionnaire, observation, study documentation, and interviews. The data analysis technique used is descriptive statistical analysis of the statistics used to analyze the data in a way to describe or depict the data already collected sebagimana existence without intending to make general conclusions or generalizations apply to. The results of this research shows that service quality implementation of the Rakyat Terdaftar Negara Aman program (RATNA) by Department of Population and Civil Registration of Karanganyar Regency can be measured using five indicators that represent the wide range of indicators, namely Reliability, Assurance, Tangible, Responsiveness, and Empathy. Based on the result of research, it can be concluded that the Quality Service Department Population and Civil Registration Karanganyar Regency to service certificate of birth by RATNA Programme, it can be said good. Thus, there should be an improvement in the quality servise certificate of birth of Karanganyar Regency for the achievement of service satisfying the society
