    Abstract

    The purpose of this study are: (1) to understand and study the implementation program of standard international school (RSBI) in SMP Negeri 1 Sukoharjo (2) to describe the constraints faced by SMP Negeri 1 Sukoharjo in directing the school towards an International (SBI) (3) to describe any efforts by SMP Negeri 1 Sukoharjo to overcome these obstacles. This study used a qualitative descriptive research with a single fixed strategy. Sources of data used informants, documents and archives, as soon as a place / event. The sampling technique used in this study was purposive sampling and Snowball Sampling. Techniques of data collection techniques used were interviews, document analysis and archival, as soon as observation. The validity of the data used is the triangulation of data and triangulation of methods. While the analysis using an interactive model of flow. Based on the results of this study concluded that: (1) Implementation standard international school Pioneering in SMP Negeri 1 Sukoharjo in Academic Year 2009/2010 set out in the eight components, namely, (a) the standard of competence in the form of graduate student input with a value of 75, KKM value was walking toward KKM ideal value of 75, reaching values National Examination 75 each subject to RSBI class, meet the SNP and excellence enriched quality of graduates with certain advantages that come from OECD countries or other developed countries (b) Standard content (curriculum) using KTSP Plus, (c ) standard process (learning process) in the form of learning that fosters and develops creativity, innovation reasoning, and experimentation to discover new possibilities, PAKEM learning, bilingual teaching and learning IT, (d) educators and educational standards of teachers and employees of most of the already have a TOEFL score of international standard and headmaster, has reached the value in accordance with these standards. The school principal is eligible to become principals are educated RSBI S2 (magister) from an college that is accridated of “A”, has been training school principals recognized by the government, can speak english actively and have international vision, able to build an international, managerial competence and leadership skills and entreprenual (entrepreneurship) is strong, (e) The standard of facilities and infrastructure that is the average ratio of student numbers 1:28, the library has a print book for each subject, a computer lab has a number of computers in accordance with the number of students, has a reference book for teachers , but do not have a safety assurance system in health units, (f) Standard of financing obtained from the central government, local government, district government, the provincial government and the Director General of Primary and Secondary Education, (g) Standard of management using ISO quality management 9001:2008 version, (h) Standard of ICT-based assessments, conducting school examinations by introduction english and conduct certification held by the Director General Dikdasmen, (2) The constraints faced by SMP Negeri 1 Sukoharjo in directing the school towards an International (SBI ), is (a) Lack of funds, (b) Quality human resources do not meet the standards in school RSBI, (c) The curriculum of schools (RSBI) which do not meet standards, (3) Efforts that do SMP Negeri 1 Sukoharjo to overcome obstacles in the implementation pioneering international school namely (a) To submit proposals to the government to get funds for school development, (b) Provide training to improve the quality of teachers, (c) Development of process and content of references to international schools to develop curriculum that applied to the learning process.
