    Abstract

    A polemics planned of the establishment of the cement factory in Kendeng Montains, especially Pati Regency since year of 2006 – 2016 caused the significants changes among the society in Kendeng. Most of the people has the background as a farmer and not all of them have media literacy. However, during the process of facing the conflicts, there seems the improvement of communication capability. This is proven by the ability of the society to manage the communication to do joint action in refusing cement factory. So that this research aims to know the communication capability in the society of Kendeng and its development causative factors. This research was done in the society of Kendeng Mountains in Pati Regency using qulitative research methodology and case study approach. The data collective technique used is participant observation. The researcher assimilated and invloved with the people’s activities, and did deep interview in order to gain the data. The sample was taken through the purposive sampling method. Meanwhile, in the analysis data, the researcher used Miles and Huberman interactive analysis with following stages: data reduction, data display, drawing conclusion until the verification. This research concluded that: (1) The communication capability of society of Kendeng is marked by access, competence and motivation, and also the joint action as the result. (2) The development causative factors are : a) Communication failure of negotiations among the society, government nor the cement factory; b) the first conflicts experience with PT. Semen Indonesia Tbk related with LSM invlovement; c) The role of the opinion leader as the influential person particularly in spreading the information and inovation or new idea booster; d) The awarness among the society about the important of communication networks which is more effective among fellow society nor the public diversity outside the society of Kendeng.
