    Abstract

    ABSTRACT Melya Kusuma Werdani. D1113014. Thesis. The Accountability of Parking Service Technical Executive Unit (UPTD) in Organizing Parking in Surakarta City. Social and Political Sciences Faculty. Sebelas Maret University. 2015. 83 pages. This research was conducted considering the increased number of populations in Surakarta City indirectly impacting on the increased motor vehicle growth rate affecting the parking lot use and highlighted the problem existing in parking matter in Surakarta City. The objective of research was to find out the accountability of Parking Service Technical Executive Unit (UPTD) in Organizing Parking in Surakarta City. The intended accountability here was the one in broad sense, i.e. every government apparatus (public bureaucracy) should be able to be responsible for characteristic, attitude, behavior and policy in the attempt of undertaking its duty and responsibility to the public. The writer in conducting a research on the accountability of Parking UPTD employed 3 aspects: (1) responsiveness, viewed from attention and fulfillment of citizen’s (parking service user’s) demand and requirement, (2) responsibility, viewed from the compatibility of governance to law or regulation and procedure specified concerning parking organization, and (3) accountability, viewed from the obligation of Surakarta Parking UPTD to be accountable for what it does in the attempt of achieving the objective to superior stakeholders, i.e. Transportation, Communication and Informatics Service (Dishubkominfo) of Surakarta City and to subordinate, i.e. the public. This study was a descriptive research using qualitative method. Techniques of collecting data used were interview, observation, and documentation. To validate the data, data triangulation was used. Data analysis was conducted using an interactive model of analysis. The result of research showed that the accountability of Parking Service Technical Executive Unit (UPTD) in the terms of (1) responsiveness included holding technical guide (BINTEK) for parking officers and organizers, opening complaint and grievance website, ULAS, and social media such as facebook, twitter, grub, and etc; (2) responsibility included holding Integrated Operation and imposing sanctions according to Local Regulation No. 1 of 2013 about sanction enforcement; and (3) accountability in which the subordinate should report its performance to its superior, rather than transparently to the public.
