    Abstract

    ABSTRACT Dhika Adi Pradhana. D1112003. The implementation of Traditional Market Revitalization in Surakarta City (A Case Study on Ngemplak Market of Surakarta). Thesis. State Administration. Social and Political Sciences Faculty. Sebelas Maret University. Surakarta. 2015. 98 pages. The development of society culture concerning traditional market begins to shift and to change into modern market so that the traditional one is shoved in such the competition. Surakarta city has 43 traditional markets, contributing to Local Original Income. Therefore, the government attempted to maintain traditional market by issuing traditional market revitalization program. The objective of research was to find out how the implementation is and what factors affect the implementation of traditional market revitalization program in Ngemplak market of Surakarta. This study was a descriptive qualitative research taken place in Ngemplak market of Surakarta. Techniques of collecting data used were interview, observation, and documentation. The sampling technique used was purposive sampling one. Data validation was conducted using data triangulation. Technique of analyzing data used was an interactive model of analysis. The result of research described that the process of traditional market revitalization implementation included several stages: preliminary, design, and implementation. Preliminary stage started from socialization process, design auctioning and ended with socialization of placement. Design stage consisted of physical auctioning and implementation auctioning. Implementation stage is the most important one because it is the process of developing and moving the sellers during market revitalization. The factors affecting the program implementation process included standard policy and target; the indicators used as standard performance were: SOP, numbers of sellers and buyers, money circulation and market operating effectiveness. Secondly, the target group’s compliance and responsiveness included the executives’ and the sellers’ compliance during revitalization implementation. Thirdly, the job division for the resource, particularly the employees, should be done corresponding to their own competency and by means of training and short course. Fourthly, inter-organization communication and activity reinforcement, communication and socialization run well because there was coordination between the Office and the sellers. Fifthly, the characteristics of executive agent, supervision taken by the Market Management Office by other agency ran well. The revitalization program in Ngemplak market created a clean, healthy, tidy market environment by keeping its existence.
