    Abstract

    User equilibrium assignment has the assumpti on that the whol e tri ps will be charged to all links on road network. If this assumpti on applied on high congested network, the traffic fl ow in some link may be too excessive because i t exceeds the link capaci t y, especially if i t used to plan the transportati on system for next several years. Thi s problem is called an over assignment probl em. One of sol ut i on which can be used to solve this problem is matrix capping method. The advantages of this method is al ready accommodat ing that assumpt i on so the generated traffic fl ow can reflect the actual capaci t y of the road network. The aim of this study is to find out the effects of using matrix capping method on the performance of road network when over assi gnment probl ems occurinSurakartaci ty. This research was conducted in the Surakarta ci ty as study area by dividing into 65 zones wi th 51 internal zones and 14 external zones. The analyzed road network is divided by arteri al roads and collector roads. Road network performance evaluated according to V/C val ues. The over assignment models made by mul t iplying the O-D Matrix wi t h traffic growth factors 4%, 7%, 10%, and 12%. Links wi t h over assignment probl em has a V/C value ≥ 1. Matrix capping process is done by using the of over assignment link capaci t y as traffic fl ow of that link for the next assi gnment procedure. The resul ts of the analysis by using EMME / 3 software obtained the total amount of tri p on 2009 i s 32361,41 veh/hour. Generated O-D Matri ces is qui te accurate showed byR 2 = 0,822 and RMSE = 1,054. The over assignment modelling obtained that the total amount of tri p has decreased by 7% , 20.3%, 28,56% and 31,66% and the number of over assignment links decreased over 90% af ter the matri x capping proccess f rom ini t ial value.
