    Abstract

    Case of HIV/AIDS in the city of Surakarta is relatively high, with the cumulative number of Surakarta was ranked 3rd highest in Central Java province, according to data records The Commission Prevention of AIDS Surakarta (KPA) in 2012. Seeing this phenomenon, the problem of AIDS can not be addressed by one institution alone, but requires the collaboration of several other institutions caring on Aids. Collaboration is a collective process through relationship agreed formally or informally to achieve the same goal. HIV/AIDS in Surakarta implemented by collaboration 3 Pilar, consisting of The Commission Prevention of AIDS (KPA) as a program coordinator, Department of Health as a service provider and Local Non-Governmental Organizations (NGO’s) caring on Aids as outreach to HIV / AIDS key populations. This study uses descriptive qualitative approach which aims to portray or describe how the collaboration of three pillars in Surakarta, with data collection techniques triangulation consisting of in-depth interviews, observation and document analysis. The sampling technique using a combination of purposive sampling and snowball sampling. Data validation using tiangulasi source means to compare and check the good degree of confidence that the information obtained through the time and different tools in qualitative methods. In collaboration execution of three pillars is still not effective due to the distribution division of tasks and responsibilities are not evenly distributed, the limited resources in the form of funds, facilities and infrastructure of HIV / AIDS treatment. This study concluded that the three pillars of collaboration in HIV / AIDS in the city of Surakarta has not been effective. Keywords: collaborative governance, HIV/AIDS, Surakarta.
