    Abstract

    the structural and cultural process that occurred in the community. Advocacy process of person with disability actually is a process of forming views, opinions and power sources, up to organizing a series of actions for advocacy of person with within this issue. Sensitivity media especially radio broadcasters in Surakarta Municipality on the advocacy of person with disability issue are interesting to be explored, considering historically, Surakarta Municipality has close linked with the history of the birth of radio in Indonesia. In addition to that, Surakarta Municipality is has become one of the basic reference on disability movement in Indonesia. This study aims to identify in depth the issue of sensitivity of radio broadcasters in hts. Knowledge and Human Interests Theory as the approaches. The data source within this study consist of ten informants representatives of the five managers of radio broadcasters in Surakarta: the Radio Republik Indonesia (RRI) Surakarta, PTPN FM, Solo Radio, Gema Utama MTA FM and Radio Dakwah Syariah (RDS) FM; former manager of Radio Suara Difabel (RSD) FM a community radio of person with disabilities in Surakarta ; disability activists, and media practitioners. Results of this study indicate that the radio broadcasting sensitivity is still limited to the understanding of the programs availability that are specifically focus for person with disabilities. Each radio broadcasters have varying sensitivity, but still limited to the status of magic consciousness and naïve consciousness. Disability issues in general are not well understood as a perspective that can be fused into other aspects, such as radio broadcasting, especially in Surakarta. In the other hand, disability issue are still become a secondary issue and make it hard to sell. This phenomenon can be understood because the characters of media who exist today are pro with capitalist. Keywords: radio, advocacy, disability
