    Abstract The paper is intended to highlight the concept of gender empowerment and the underlying causes behind, such as the unfair social structures. Women empowerment is being emphasized due to women, in general, are the majority of those harmed by these injustice structures. In order to achieve gender equality as the outcome women should participate during the stages of need assessment, program design, implementation, monitoring and evaluation of external interventions. Gender empowerment engage a variety of aspects, such as legal aspect, political, economic, and social. Indicators developed in these aspects are numerous. Thus, the criteria of selecting indicators should be met during the program design. These indicators are partly quantitaive, others are qualitative, each becomes the complement of the other. An approach is presented, following the model of ATOL Empowerment Research. The model is based on an interaction between social institutions with individual and collective power, assets, knowledge, and will at the core of the model. The social institutions in interaction comprise of families, religion, business institutions, schools, media, NGOS, and state. There are influences, represented by arrows from the sosial institutions which empowering the individual and collective body of women, and vice versa. The external intervention is described as started from a baseline condition, a situation without intervention, delivering program inputs, the results reflected by outputs and long-terrn outcomes, all of which directed to address the problems women faced and to achieve social justice and gender equality in the community. It is expected, from the approach, that there will be some changes achieved by women, in terms of assets, knowledge and skill, will and capacity, both at the individual and collectively. The macro level of women empowerment then achieved in the measures like Human Development Index (HDI), Human Poverty Index (HPI), Gender-related Development Index (GDI), Gender Empowerment Measures (GEM), and Gender Parity Index (GPI).
