    Abstract

The Effectiveness of Collaborative Governance in Women and Children Violence Victim Service in Integrated Service for Women and Children in Surakarta City (PTPAS), Thesis. Department of Administration Science, Faculty of Social and Political Sciences, Sebelas Maret University, Surakarta, 2013. The violence rate against women and children in Surakarta City was the highest one in Central Java Province. The service to women and children violence victim in Surakarta city was implemented through collaboration between service providers in Integrated Service network for Women and Children in Surakarta City (PTPAS). This study aimed to find out the effectiveness of collaborative governance between service providers in PPTPAS in providing service to women and children violence victim. This study was a descriptive qualitative research. Techniques of collecting data used were in-depth interview, direct observation, and document study. The sampling techniques used were purposive and snowball sampling ones. The data validation was conducted using data source triangulation. Technique of analyzing data used was an interactive model by means of data reduction, data display, and conclusion drawing. This research concluded that collaborative governance in governance in women and children violence victim service in Integrated Service for Women and Children in Surakarta City (PTPAS) had not run effectively yet. It could be seen from the weak commitment of some institutions, the government institution was considered as frequently throwing off responsibilities and relying on other members. The resource allocated was not consistent with either SOP provision or Mayor’s Decree. The shared provision was not also implemented with the consequence seen from the members using their institution’s own SOP. The human resource was still very limited, either qualitatively or quantitatively. For that reason, the Surakarta City Government should provide budget to increase the number of personnel in order to help the accumulated work of institution personnel. In addition, a performance assessment system should be established with the Local Secretary as its evaluator in order that the Service having less commitment currently would be able to provide service maximally. Angka kekerasan terhadap perempuan dan anak di Kota Surakarta termasuk paling tinggi di Provinsi Jawa Tengah. Pelayanan bagi perempuan dan anak korban kekerasan di Kota Surakarta dilaksanakan melalui kolaborasi antar penyedia layanan dalam jaringan Pelayanan Terpadu bagi Perempuan dan Anak Kota Surakarta (PTPAS). Penelitian ini bertujuan untuk mengetahui efektivitas collaborative governance antar penyedia layanan di PTPAS dalam memberikan pelayanan bagi perempuan dan anak korban kekerasan. Penelitian ini merupakan penelitian deskriptif kualitatif. Teknik pengumpulan datanya melalui wawancara mendalam, observasi langsung dan telaah dokumen. Teknik sampling yang digunakan adalah purposive dan snowball sampling. Validitas data dilakukan melalui triangulasi data sumber. Teknik analisis data menggunakan model analisis interaktif dengan melakukan reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini menyimpulkan bahwa collaborative governance pelayanan perempuan dan anak korban kekerasan di Pelayanan Terpadu bagi Perempuan dan Anak Kota Surakarta (PTPAS) belum berjalan efektif. Hal ini terlihat dari komitmen beberapa lembaga yang masih lemah, lembaga pemerintah dinilai sering melempar tanggung jawab dan menggantungkan diri kepada anggota lain. Sumberdaya yang dialokasikan tidak sesuai dengan ketentuan Standar Operasional Prosedur (SOP) maupun Surat Keputusan (SK) Walikota. Ketentuan bersama juga tidak dilaksanakan dengan konsekuen terlihat dari adanya anggota yang menggunakan SOP lembaga sendiri. Sumber daya manusia secara kuantitas maupun kualitas masih sangat kurang. Oleh karena itu, Pemerintah Kota Surakarta perlu menyediakan anggaran untuk menambah jumlah personel agar dapat membantu kerja personel lembaga yang menumpuk. Selain itu perlu dibentuk sistem penilaian kinerja dimana Sekretaris Daerah yang menjadi evaluatornya agar Dinas yang selama ini kurang berkomitmen dapat memberikan pelayanan secara maksimal.
