    Abstract

    The role of government as the service provider should be able to meet its citizen’s need in various sectors, one of which is education. In fact, not all people obtain high-quality and non-discriminatory education, particularly the poor one. For that reason, the Surakarta City government is committed to supporting the high-quality, evenly distributed, and affordable primary and secondary education organization for the people of Surakarta City studying in Surakarta City through BPMKS. This research aimed to find out the management process of BPMKS by Education, Youth, and Sport Office of Surakarta City serving as the implementer. This study was a descriptive qualitative research. This research was reviewed from management function indicators consisting of planning, organization, activation, and surveillance. The informant was selected using purposive sampling technique, and written document study. The validity test was done using source triangulation technique. Meanwhile, technique of analyzing data used was an interactive model of analysis. The result of research showed that the planning, organization, activation, and surveillance processes had been implemented well. Planning included registering, SK/PERWALI issuance, committee establishment, and budgeting. BPMKS program was manifested into three cards: silver, gold and platinum with respective function. The organization was conducted by establishing verification team and coordination carried out was vertical and horizontal communication. The activation occurring in Dikpora was planted responsibility to program’s implementor. The surveillance was done by applying three types of surveillance: preliminary, concurrent, and feedback. The measurement conducted was the report of BPMKS fund implementation in writing and inspection. Keywords: evenly distribution of education, management program, bpmks.
