    Public Library is an education institution for public community by providing a variety of information, science, technology, and culture, as a learning resource to acquire and enhance knowledge for all levels. Office of Arsip and Perpsutakaan Daerah (ARPUSDA) of Wonogiri Regency is a means of supporting the process education community. The success of an institution is assessed from the best services for users. Circulation desk is often regarded as the spearhead of library services, for the first time dealing with users and the most frequently used. Therefore, the performance of service personnel circulation can affect the performance of libraries in general. This observation was conducted to determine how performance of service personnel circulation. Types of observations made is descriptive qualitative. Source of data was obtained through informant, event or activity location and documents. Data collection a technique was used interviews with the informant or informants, observation and use of documents, books or records as treated with the problem being observed. From the result of observation can be concluded that the activity in the circulation desk in the Office of Archives and Library Region of Wonogiri Regency, as follows: member registration, loan process, the extension of the loan period, the process of return, penalties or fines, circulation services system that is used is to use a service system open, which is a way of freeing visitors visited the library collection, they can immediately choose, look at books, and pick it up yourself. As for the recording system circulation system implemented newark. At newark system every member of obtaining borrower cards, equipment loans contained in the card is the card system newark books, book bags, and slip the date (due date). But the implementation is there are some obstacles that can delay or interfere with the performance at the circulation desk which includes not known of community in performing the procedure or procedures for conducting the circulation in the library. The completion of these obstacles can be done with a few things that promote active and ongoing socialization, make rules and sanctions and monitoring the performance of service personnel, guarantee the availability of library materials, and ensure the comfort of the library user.
