    Abstract

    ASBTRACT The objective of research was to find out: 1) the function of BAPAS in conducting character education to the children committing stealing crime in Surakarta, and 2) the implication of character education in BAPAS to the stealing crime handling in Surakarta city. This study was a descriptive qualitative method. The research strategy used was a single embedded strategy. The data source was obtained from informant, event/activity and document. The sampling technique used was purposive sampling. Techniques of collecting data used to obtain and to organize the data of research were interview, observation and document analysis. To obtain the data validity in this research, a data triangulation was used. Meanwhile the technique of analyzing data used was an interactive analysis model with the following steps: 1) data collection, 2) data reduction, 3) data display, 4) conclusion drawing/verification. The procedure of research included: 1) preparation, 2) data collection, 3) data analysis, and 4) research report organization stages. Considering the result of research, it could be concluded that: 1) the function of BAPAS in holding the character building education for children who did the stealing in Surakarta are guiding, helping, and keep watching those naughty children whom based on the court decision were sentenced with conditional criminal, supervising, fine, and were delivered to the country, and also should join job training or children can have asimilation, visiting family leave, conditional release (parole), or leave before get released from the penitentiary and doing some society guidance. This is done by BAPAS by giving character building in nonformal education given by advicing, religious guidance and life skill ability so that the children who have finished their development, can be a better person and can live in society, nationality and for the country. 2) The implication of character education in BAPAS to the stealing crime handling in Surakarta city was that it affected the crime handling particularly the stealing crime; it could be seen from the data that out of the children becoming the clients of BAPAS to attend the character education so far, none returned back to BAPAS to attend again the good counseling for repeating the similar or other cases.
