    Abstract

    The purpose of this study is the first, givingprescriptions implementation of sustainable development principles in local legislation Sukoharjo District. Second, giving prescriptions Ecoregion principles of green legislation as guidance in the making of local legislation in Sukoharjo District. Third, to develop model-based reconstruction of local regulations Ecoregion of green legislation. This study is a non-doctrinal, with a qualitative approach. Primary data obtained from members of parliament and the Secretariat of Parliament Sukoharjo. Secondary data sourced from: secondary datathat is personal and public, as well as secondary data in the field of law. For this type of primary data, data collection done in two ways, they are, observation and interview. In addition to providing data refinement and further elaborations conducted Focus Group Discussion (FGD) with the parties involved stakeholders. The collection of secondary data through literature and content analysis. Checking the validity of the data was done by using triangulation of sources. The analysis consists of 3 groove activities occur simultaneously, they are data reduction, data presentation, drawing conclusions/verification. From the discussion of research results produced the following conclusions. First, Regional Regulations Sukoharjo not meet the criteria of a good legal system, although some regulation is animated by the principles of sustainable development. Not visible linkage elements of the substance of the legal system, they areregulations concerning the environment, spatial planning regulations, local regulat ions RPJPD, RPJMD regulations, Regional Regulations CTR, and Rgional Regulations related to local tax levies and licensing. Second, the principle of Ecoregion green legislation is not used as a guide in making of local legislation in Sukoharjo District. Rules of Procedure of Parliament Sukoharjo not contain provisions on public participation in the establishment of law and draft regulations may be filed without an Academic Paper. Third, the model of the formation of local regulations is to make regulations RPPLH as a reference in the formation of spatial planning regulations and RPJPD. Furthermore, spatial planning regulations and regulations made by reference in the manufacturing RPJPD RPJMD regulations, local regulations work plans, licensing regulations regarding disruption, transformation of agricultural land to nonagricultural, Building Construction, Industry & Commerce.
