    Anggo Anurogo. D 0103023. PUBLIC PARTICIPATION IN THE PARTICIPATORY DEVELOPMENT PLANNING (A Study on Gender-Perspective Public Participation in MUSRENBANGKEL of 2007 in Kelurahan Setabelan). Thesis, Administration Department of Social and Political Sciences Faculty of Surakarta Sebelas Maret University.2009. 147pages. Musrenbangkelis the annual summit forum in arranging and establishing the priority scale list of development in kelurahan level prioritizing the public participation. In its implementation, Musrenbangkelis expected to give equal opportunity to the society, both male and female, to follow each stage. This research aims to find out the role and participation of women compared with the men in the process of Murenbangkelas well as to analyze the inhibitory factor of women’s participation in Musrenbangkel. The research is a descriptive one supported with the qualitative and quantitative data. Techniques of collecting data used werein-depth interview and documentation study. The determination of informant was done using purposive sampling. The informant taken derived from the KelurahanSetabelan party, the event organizer of Musrenbangkel, the participants of Musrenbangkel, public figure, as well as wide society, both women and men, selected based on the research interest and objective. The result of research shows that the 2007 Musrenbangkelorganization in KelurahanSetabelan has not been gender-responsive. The implementation of each stage of Musrenbangkelhas not considered the women’s interest. The 30% quota constituting the initial parameter to see the women’s participation in Musrenbangkel is not achieved. Factors leading to the minimum participation of women including the women’s lack of knowledge on Musrenbangkel, women’s self concept, policy, women’s willingness and capability, as well as cultural inhibition and perception about gender. To cope with the women’s minimum participation requires a new policy and a series of activities ensuring the implementation of gender-responsive Musrenbangkel.The procedure includes: to make the 30% quota of women in Musrenbangkelas the legitimate condition of Musrenbangkelimplementation, to attempt a comprehensive socialization about the Musrenbangkelimplementation in each society layers, and to give equal opportunity to all parties in each stage of Musrenbangkel. This procedure, if it can be accomplished, is expected to result in the Musrenbangkelimplementation that takes both men’s and women’s needs into account.
